Managing Partner Andrey Delchev explains the flaws of the controversial Ordinance No3

Andrey Delchev gave series of interviews for the Bulgarian press and media criticizing some of the new mechanisms introduced by the Ordinance on control of excisable goods adopted by the Parliament in the beginning of 2010.

The Ordinance obliges fuel traders to install in their warehouses new measuring instruments, thus aiming to affect the “grey traders” in the sector. Mr. Delchev however, argues that the new measures are inadequate to attain the aims. Defending the position of the Bulgarian Petroleum and Gas Association, an NGO uniting the largest fuel companies on the market, he attacks the act for imposing excessive burden over the legitimate traders while the “grey sector” remains unaffected simply because their scheme of distribution does not necessarily involve the controlled warehouses.

In times of economic crisis Mr. Delchev considers it unreasonable to require from the legitimate fuel companies to purchase expensive controlling instruments, not better than the existing ones in the warehouses, increasing thus the end price of the fuels which directly impacts the financial burden on end consumers.
